Terry Ray JACOBS, Plaintiff Appellant,
v.
ROBESON COUNTY JAIL; Robeson County Health Department,
Defendants Appellees.

No. 93-7226.

United States Court of Appeals, Fourth Circuit.

Submitted: Dec. 16, 1993
Decided: Feb. 24, 1994.

Appeal from the United States District Court for the Eastern District of North Carolina, at Raleigh. James C. Fox, Chief District Judge. (CA-93-293)

Terry Ray Jacobs, Appellant Pro Se.

E.D.N.C.

AFFIRMED.

Before HALL and NIEMEYER, Circuit Judges, and SPROUSE, Senior Circuit Judge.

PER CURIAM:

1

Appellant appeals from the district court's order denying relief on his 42 U.S.C. Sec. 1983 (1988) complaint. Our review of the record and the district court's opinion discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court.* Jacobs v. Robeson County Jail, No. CA-93-293 (E.D.N.C. Nov. 1, 1993). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.

*

We deny Appellant's motions to appoint counsel filed November 30, 1993, and January 6, 1994
