Appellant seeks to appeal the district court's orders denying

relief on his

(1988) complaint and denying his

motion for reconsideration. We have reviewed the record and the district court's opinions and find no reversible error. Accord-

ingly, we deny leave to proceed in forma pauperis and dismiss the

appeals on the reasoning of the district court. Al-Wahhab v. Virginia, No. CA-95-194-CV-3 (E.D. Va. June 5, June 28 & July 20,

1995). We dispense with oral argument because the facts and legal

contentions are adequately presented in the materials before the

court and argument would not aid the decisional process.
