PER CURIAM: Appellant appeals from the district court's order dismissing without prejudice her civil complaint for lack of jurisdiction. We have reviewed the record and the district court's opinion and find no reversible error. Accordingly, we affirm on the reasoning of the district court. Halstead v. King George County Public Schools, No. CA-96-914-A (E.D. Va. June 24, 1996). We dispense with oral argu- ment because the facts and legal contentions are adequately pre- sented in the materials before the court and argument would not aid the decisional process.
