UNITED STATES COURT OF APPEALS FOR THE FOURTH CIRCUIT
No. 99-6941
MICHAEL P. WILLS,
Plaintiff - Appellant,
versus
UNITED STATES OF AMERICA,
Defendant - Appellee.
Appeal from the United States District Court for the Eastern Dis- trict of Virginia, at Richmond. Richard L. Williams, Senior Dis- trict Judge. (CA-99-110-3)
Submitted: November 18, 1999 Decided: November 23, 1999
Before WILKINS, HAMILTON, and LUTTIG, Circuit Judges.
Affirmed by unpublished per curiam opinion.
Michael P. Wills, Appellant Pro Se.
Unpublished opinions are not binding precedent in this circuit. See Local Rule 36(c). PER CURIAM:
Michael P. Wills appeals from the district court’s order
adopting the magistrate judge’s recommendation to dismiss his
action seeking compensation for damages to his personal property.
We have reviewed the record and the district court’s opinion and
find no reversible error. Accordingly, we affirm on the reasoning
of the district court. See United States v. Wills, No. CA-99-110-3
(E.D. Va. June 16, 1999). We dispense with oral argument because
the facts and legal contentions are adequately presented in the ma-
terials before the court and argument would not aid the decisional
process.
