PER CURIAM: Rosario A. Fiorani, Jr. appeals the district court’s order dismissing his civil action without prejudice for lack of subject matter jurisdiction. We have reviewed the record and the district court’s order and find no reversible error. Accordingly, we affirm on the reasoning of the district court. See Fiorani v. Ford Motor Credit Co., No. CA-98-1712-A (E.D. Va. Jan. 11, 1999). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process.
