PER CURIAM: William Ronald Forbes appeals the district court’s order deny- ing relief on his 28 U.S.C. § 2241 (1994) petition. We have re- viewed the record and the district court’s opinion and find no reversible error. Accordingly, we affirm on the reasoning of the district court. See Forbes v. Dodrill, No. CA-99-764-5-H (E.D.N.C. Jan. 19, 2000). We deny Forbes’ motion for appointment of counsel.
We dispense with oral argument because the facts and legal conten- tions are adequately presented in the materials before the court and argument would not aid the decisional process.
