PER CURIAM:

Andre Sylvester Watts appeals the district court’s orders dismissing his petition for a writ of mandamus and denying his motion for reconsideration. We have reviewed the record and find no reversible error. Accordingly, although we grant leave to proceed in forma pauperis, we affirm for the reasons stated by the district court. See Watts v. O’Brien, No. 7:06-ev-00334-gee, 2006 WL 1525725 (W.D.Va. May 31 & June 14, 2006). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process.

AFFIRMED.
