PER CURIAM: Kenneth Henderson appeals the district court’s order dismissing his amended complaint with prejudice. We have reviewed the record and find no reversible error.

Accordingly, we affirm for the reasons stated by the district court. Henderson v. Fairfax- Falls Church Cmty. Servs. Bd., No. 1:18-cv-00825-CMH-MSN (E.D. Va. filed Nov. 15, 2018 & entered Nov. 16, 2018). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process.
