USCA4 Appeal: 22-6568 Doc: 22 Filed: 09/05/2023 Pg: 2 of 2

PER CURIAM: James R. Heuss, II, appeals the district court’s order awarding summary judgment to the defendants on his claims under the Administrative Procedure Act, 5 U.S.C. §§ 701-706, and the Due Process Clause of the Fifth Amendment. We have reviewed the record and discern no reversible error. Accordingly, we affirm the district court’s order.

Heuss v. Hill, 1:21-cv-00662-LMB-JFA (E.D. Va. Feb. 28, 2022). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process.
