ON REMAND FROM THE SUPREME COURT OF THE UNITED STATES

PER CURIAM: *

The Supreme Court reversed and remanded this court’s affirmance of the district court’s dismissal. Skinner v. Switzer, — U.S.-, 131 S.Ct. 1289, 179 L.Ed.2d 233 (2011). We VACATE and REMAND the judgment of the district court for further proceedings in accordance with the *410 Supreme Court’s directive. We express no view on what decisions the district court should make on remand.
