Federal prisoner Ernest E. Allen appeals pro se the district court's summary judgment dismissal of his action under Bivens v. Six Unknown Named Agents of the Fed. Bureau of Narcotics, 403 U.S. 388 (1971) and 42 U.S.C. § 1983 alleging that his constitutional right of access to the courts was violated when he was placed in administrative segregation without access to a law library or his legal materials.
