FURTHER ORDERED that the motion to expedite briefing be dismissed as moot. It is.
FURTHER ORDERED that the remaining motions be denied. It is
FURTHER ORDERED AND ADJUDGED that the district court’s orders filed September 16, 2014, and December 3, 2014, be affirmed. Williams Packing & Navigation Co., 370 U.S. 1, 7, 82 S.Ct. 1126, 8 L.Ed.2d 292 (1962).
Pursuant to D.C. Circuit Rule 36, this disposition will not be published. The Clerk is directed to withhold issuance of the mandate herein until seven days after resolution of any timely petition for rehearing or petition for rehearing en banc. See Fed. R.App. P. 41(b); D.C.Cir. Rule 41.
