ORDER

Upon consideration of the Secretary of Veterans Affairs’ unopposed motion to dismiss its notice of appeal with prejudice pursuant to Fed. RApp. P. 42(b),

IT IS ORDERED THAT:

(2) Each party shall bear its own costs.
