Northern District of Texas and requests a refund of the docketing fee that he previously submitted. * Upon consideration thereof, IT IS ORDERED THAT: (1) The motion to proceed in forma pauperis is granted. The Clerk of Court is directed to refund the filing fee. (2) Pursuant to 28 U.S.C. § 1631 and the court’s March 9, 2022 order, this case and all transmittals are transferred to the United States District Court for the Northern Dis- trict of Texas.
