persistsȱthatȱtheȱDepartment’sȱcurrentȱinterpretationȱofȱtheȱsubassembliesȱprovisionȱcanȱ leadȱtoȱ“unreasonable”ȱandȱ“absurd”ȱresults.ȱȱAȱseeminglyȱinfiniteȱvarietyȱofȱimported,ȱ assembledȱproductsȱmayȱcontainȱanȱ“aluminumȱextrusion”ȱcomponentȱyetȱbeȱdesignedȱ toȱbeȱincorporatedȱintoȱaȱlargerȱdownstreamȱproductȱafterȱimportation.ȱȱItȱisȱnotȱ reasonableȱtoȱexpectȱthatȱeveryȱsuchȱaluminumȱextrusionȱcomponentȱwouldȱhaveȱbeenȱ soldȱseparatelyȱtoȱtheȱimporter,ȱwhoȱevenȱmayȱbeȱunawareȱofȱtheȱpresenceȱofȱtheȱ component.ȱȱInȱthisȱrespect,ȱnotȱonlyȱcanȱtheȱcurrentȱDepartmentȱinterpretationȱleadȱtoȱ resultsȱthat,ȱinȱtheȱDepartment’sȱownȱcharacterizations,ȱareȱ“unreasonable”ȱorȱ CourtȱNo.ȱ19Ȭ00013ȱȱ ȱ
