Opinion by

In accordance with stipulation of counsel that the merchandise consists of noneellulosic plastic streamers used on the ends of handlebars of bicycles or velocipedes similar in use to streamers in chief value of steel, not plated with platinum, gold, or silver, or colored with gold lacquer, and following the principles set forth in United States v. Steinberg Bros. (47 C.C.P.A. 47, C.A.D. 727), the claim of the plaintiff was sustained.
