Motion for leave to .proceed in forma pauperis and petition for writ of certiorari to the United States Court of Appeals for the Sixth Circuit granted limited to the question of whether petitioner may raise his claim under Federal Criminal Rule 32 (a) in the proceeding which he has now brought. Case transferred to the appellate docket. It is ordered that Curtis R. Reitz, Esquire, of Philadelphia, Pennsylvania, be, and he is hereby, appointed to serve as counsel for the petitioner in this case.
