C. A. 10th Cir. [Certiorari granted, 464 U. S. 1068.] Motion for appointment of counsel granted, and it is ordered that respondent Gene R. Rhodes is allowed to proceed in forma pauperis and that Roger Barges, Esquire, of Albuquerque, N. M., be appointed to serve as counsel for respondent Gene R. Rhodes in this case.
