On petition for writ of certiorari to the United States Court of Appeals for the District of Columbia Circuit. The petition for writ of certiorari is granted. The judgment is vacated and the case is remanded to the United States Court of Appeals for the District of Columbia Circuit for further consideration in light of Security Services, Inc. v. Kmart Corporation, 511 U.S.-, 114 S.Ct. 677, 126 L.Ed.2d 645 (1994).
