The application for stay of execution of sentence of death presented to Justice THOMAS and by him referred to the Court is denied. The petition for a writ of certiorari is denied.

John Conner was initially sentenced to death 34 years ago. He now asks this Court to decide whether the Eighth Amendment permits a State to keep him incarcerated under threat of execution for so long. For reasons I have previously expressed, I would grant the petition to consider this constitutional question. See
