The Decree in this case is affirmed; but, (hi the opinion of a majority of the &~ourt,) without vrejudice to any suit at law or in equity, which the appel1 aiit may be advised to bring for his freedoni, pursuing the preliminary measures, to prevent vexatious suits, prescribed by the Act, "to amc~nd an Act, Ofltitle(I, " an Act "to reduce into one Act the several Acts concerning "Slaves, free negroes aud mulattoes, and for other pur~ "poses," passed the ~5tli of J)cc. 17 95.
